I have not tried this on other servers but It works on SHADOW. Go to TALUS. There is a city on SHADOWFIRE called RAGNOROK. Go to RAGNOROK and create a waypoint -5000 -3000... This is not the exact location but it is very close. There is a bunker with level 15-35 all over the place. They spawn at high rates and give good faction points. I got 2000FP in a few minutes.
